In the re-vote instructions you quoted:
"It looks like we have a tie between Brenda and Chelsea. Please re-vote again in your voting thread. Brenda/Chelsea will not be able to vote. You have 24 hours to do so but please submit them as soon as possible."
You never once said anything about as soon as the last person votes... That the votes are locked. You said that we have 24 hours to do so.

Well, no offense, Probst, but I believe that your ruling is in error.
The reason why the votes-lock rule exists is so that hosts can end a TC early if all of the votes are in. Since you obviously weren't here when the vote changed, there was no need to end the council early. It doesn't matter that you could have posted results the second that Cochran got online and I would have gone home in that case, what matters is that by the time the votes were due Chelsea was voted off instead of myself. Since the council didn't need to end early, there's no reason why that vote change shouldn't have occurred, since neither yourself nor any of the staff members were here until after the change happened.
